America needs to follow suit with Russia and just start carpet bombing ISIS locations. Yes, it's fucking forcible that innocents will die. But ISIS may as well have already killed them. We do not negotiate with terrorists, which means we should not negotiate if we can attack them. Yes, we can. If we can let Americans get their heads cut off and have the videos sent to their families, then we can shoot through ISIS's human shields. If we don't, then more people will suffer.
