GOTY awards go to multiplats for the same reason that mainstream titles generally win the Oscar. Awards are only partially about the quality of the work. They are also indicative of each publication's audience. Gaming publications are a business.
How many people will keep reading if the GOTY each 365 is a game they haven't played (and can't because it's exclusive to a console they don't own)? "Dragon Age: Inquisition" is a perfect example. It was one of the best games that most of the gaming world had access to - and a bestseller. Those two qualifications weigh just as heavily into GOTY lists as quality. You also have to consider that many GOTY awards are given out by publications that follow one platform alone. Those games on many platforms are obviously going to get more overall awards.

What about Uncharted 2 and The Last of Us tho ? These are single-platform games tbh.
Especially Uncharted 2, it reign both Metacritics and GOTY. It's also the only one.

Naughty Dog is immensely overrated. I see reviewers complaining all the time about sequels that don't change up enough, but the very same people will no doubt vote for Uncharted 4 as GOTY next year. Uncharted's story is about the same quality as Indiana Jones, yet reviewers praise it like it's Tolstoy's War and Peace or Dante Alighieri's La Divina Commedia. The same with The Last of Us, the story is on par with I am Legend (a movie I like, but hardly think is a generation defining movie...).
The problem with Western media is that they almost completely ignore handheld gaming. Yet there have been handheld games that can very much be considered some of the best games of the generation (like A Link Between Worlds, Fire Emblem: Awakening/Fates, Metroid: Fusion/Zero Mission, Castlevania: Aria of Sorrow, The Minish Cap, Bowser's Inside Story, Pokémon Red/Blue/Yellow, Pokémon Silver/Gold/Crystal, etc.)
All games that are vastly better than the sorry list of GOTY picks in the OP (imo).
