It appears so, but you're ignoring 3DS owners who have bought multiple systems. I'm willing to bet that there is a rather large minority (three million as a minimum) who have bought multiple units.

And while the yen is weak, the only reason Wii U made a profit last year is because of a sharp decline in the value of the yen something that was not repeated this year. Though the yen being as weak as it is probably helped.
