Refurbishing is when an item is given a comprehensive checkup to make it as close to new condition as reasonably possible. For a handheld device, this may mean flat out replacing parts like the screen, and for a game system, this may mean putting in a new HDD, repairing ports, or otherwise. Basically, on a hardware and software level, they're trying to reach as close to new as a used system will allow.

Actually looking at this deal, reviews for it are pretty abysmal. I can't read anything at all on there, but it seems the refurbishing facility that deals in those systems does a piss poor job. If I'm inferring correctly, since I'm too lazy to run text through Google Translate to get a slightly less vague idea, I'm guessing there are a lot of DoA units.

Most of the people that are complaining say that the consoles didn't last for long. I guess superficial fixes like they're done with refurbished models don't hold for long.

Well, the good thing is that amazon is great and hassle free with returns up until 2 weeks after delivery. Also the majority still gives it 5 stars so it's apparently hit or miss. So if you're up for it you could just return the broken one and order again and hope for a good one this time.
