I think it's primarily because TLOU was still pretty new, so it was treated more like a delayed cross-gen release than a traditional remaster. We were also only a few months into the 8th gen (thus few titles were making good use off the new hardware yet), which made TLOU's 7th gen foundations much less of an issue than if it released today.
Uncharted on the other hand, while still great, has not only aged a lot more than TLOU (particularly the first), but has to contend against higher technical standards. Couple that with the lack of MP, and i think anywhere in the 85 - 88 range would be fair.
On a side note, i expect UC4's existence has hurt it slightly too. It's one thing to know a game is technically outdated, it's another to have gameplay from its successor point a finger at it and going 'Ha, look at this scrub. Does he even subsurface scattering?'.
