I know Verendus said Japan has one JRPG in development, but I think the other title, which sounds like it's closer to being announced is meant to be an RPG designed with a more global audience in mind.
I don't think Sony would want to compete against Final Fantasy, since that game sells very well on Playstation platforms and cannibalizing that audience wouldn't be wise. It sounds like the game in question has some similarities with Final Fantasy, but it's going to do it's own thing. Sony already has exclusivity for a time at least on FF7: Remake, so they could just let Square's game hit the audience that loves those titles, while using this new game to carve out another area of the market.
Maybe it's just a character driven, accessible adventure title, with RPG elements and Magic in it's gameplay. Hopefully we'll find out at one of the western events like Paris or Playstation Experience, I think Verendus even said that the game is more suited to being announced at one of those events, over something like TGS.
