I think it's taken somewhat out of context. Let me give you an example of what I think it means. Let's say you want to kill somebody. You hate them so much, that you just want to see them dead. However, you don't kill them, for fear of retribution from the law. It's still bad that you wanted to kill them, no? It's not as bad as actually killing them, but considering the fact that you would've if you had been given the chance, it is a bad thing.
Now, if you just thought of killing somebody, but you didn't actually want to do it, or it was merely a hypothetical thought, like what would happen if so and so wasn't around anymore, then it wouldn't really be a bad thing.
Does that make any sense?
