Kinda the same as saying why we don't see character select cheats now too often, with the exception of links to the store to buy characters of course.
Makes me sad in a way how some things work now and they've ruined certain parts of games, You'll never see the likes of the original Animal Crossing again, a single GC game which had almost 20 full NES games unlockable in the game via fossils and events, which could be moved from the GC into a GBA's temp memory and played on the handheld as well as on the TV via the GC.
Now the sheer cost of those games would be a bigger loss to Nintendo than selling the games from the E-Shop, especially when you consider that it was both a home console version of the game and they were transferable into the GBA, 19 NES games from current E-Shop x 2 is almost €150 euros worth of digital games in Nintendos eyes.

Gameshark fundamentally requires memory modification, ergo. It needs to crack the console's security measure.
In which no console manufacturer is happy to oblige. Look at Cubic Ninja.
I had one for ps1, ps2, Dreamcast, and Gamecube. I think it was because the internet connected consoles would just update and make your cheating peripheral worthless. Used to have fond memories of going to the library and printing out codes. I had one for Dead or Alive 2 that made kasumi naked!
From what I heard, it totally ruined online DS games like Metroid Prime Hunters (I need to play that again for old times) and Mario Kart DS.
Games now are too easy they don't even need a GameShark.
Never liked the idea of the GameShark thing, making things too easy and dying impossible.
I think I considered buying one once though because there was some game you could have some extra characters or clothing or weapons or something and I wanted to try that.
Plus PlayStation magazines would feature GameShark codes monthly, kind of like making you feel like you had to be part of the thing and have one.

I think 360 used them back when people used memory cards and USBs. Then MS blocked it for security reasons. I would assume its so their console doesn't get hacked.
