I definitely don't mind that in games like Uncharted. But when it's a game about precision and being tactical like MGS, CoD or Gran Turismo are, 60fps can make a difference.

Hmm, maybe :^) isn't enough.
In all seriousness, though, I'd rather have 30fps with no frame drops than 60fps with framedrops. Well, I'd also prefer 30fps for cutscenes, seeing as they could use the space for other things...
I also don't understand targeting 1080p, since 720p is fine to me, but then again, my TV is a turd, and I'd rather not use it with a highly impressionable brother around...

I WON A BET AGAINST AZUREN! WOOOOOOOOOOAAAAAAAAHHHHHHHHHHHHHHHHHHH

I agree, gaming companies should open their eyes and realize that you don't need to have top graphics and sacrifice performance to have a game that sells. Granted, this is MGS we're talking about, it was going to sell no matter what, but now that a big, popular franchise like that has proven that is not necessary for AAA tittles to be super pretty and run like shit, more companies should jump on the bandwagon, it could save them some money too, the prettier, the expensive-er.
I'm now filled with determination.

TW3 would have been better at 30fps too. Doesn't matter if it's 30 or 60, as long as it's stable. Yet without Parkinson's forest TW3 would have lost a lot of it's atmosphere.

That almost always true but not always, in some cases it makes 0 difference and in some rare cases faster fps actualy detract from the gameplay. I played Dark Souls 2 on 60 fps and 30 fps, I seriously prefer it at 30 fps. But thats besides the point, my point is that if the package you were given is fun than stop nitpicking, theres a reason why things are at 30fps (be it design constraints or decisions) or not 1080p, ppl arent doing it just to piss gamers.
Yeah, I don't know how they did it. This is arguably the best looking game on next gen, and it still is hitting 60fps. I mean, I can see drops (Quiet going invisible cause the framerate to drop for some reason), but it's still the best looking game I have on ps4, and it's 60fps. Good job Kojima.

MGSV is 60fps with effectively no framed drops and runs at 1080p on PS4. Like I said, there are no excuses. Cross gen or not, the game looks fantastic, and actually runs like a game is supposed to.

Assassins Creed Syndicate.
