Not always. A lot of old upscaled 3D games look sterile and lifeless on 1080p lcd. Plus LCD makes them far more sensitive to aliasing issues.
The noise is fake detail on CRT, yet since it's all made for that medium it looks more coherent. It depends on the remaster, but many have a lot a variety in detail in different elements. For example ICO loses a lot of its dreaminess while the low res backdrops clash with the improved textures that are still stuck on low polygon count surfaces.
A lot of elements look better, and a solid frame rate is always a pro. Yet some games lose a little bit of character when upscaled from 480i CRT to 1080p LCD. Of course there are also games that benefit immensely from LCD, Windwaker and Okami for example. Silent Hill 2, not so much.
