the trailer looks good. game is really decent, but i know it needs to be polished. but saying it is garbage is totally wrong.

Hm.  I think maybe you watched the wrong trailer.  

On topic, I wonder if there is a difficulty level where the NPCs can hit you when they shoot at you.

oh. I read it as no real gamer would buy a Wii U which is like the exact opposite of reality, since the other consoles are for casuals and the Wii U is the only true gamer console

I think the PS4 and X1 are just as much for 'true gamers' as the WiiU, they just happen to also have enough 3rd party support to appeal to the general market too. Appealing to one market doesn't negate your value to another. Often times a game can appeal to both (e.g. Halo, Uncharted, Mario kart, etc).

I also have low expectations for the games, but it looks like I could have a lot of fun with it, and last time I checked that is the reason why I buy games :D

I would just wait for the American reviews and even then if you think it looks good get it... As far as the graphics looking last gen goes... It is on Wii U a console that is probably only slightly more powerful than last gen so thats what you should expect.
