Same could be said for any struggling console in Japan (except XB1, which is out of the game).
Point still stands though - right now, PS4 is struggling. Games like this could easily skip it; being an easy port machine from Vita probably makes the situation a bit more tolerable for publishers.

I think struggling is a bit of dramatization. "Not taken off" is probably a better term.
From the previous weeks in Japan, we can estimate that the baseline weekly sales for the PS4 is approximately at 10k units. Adjusted for population compared to the United States (the United States has about 2.5 times the population of Japan), the PS4 would have a baseline of about 25k units per week, at its minimum. That's not fantastic, but I don't think think that's what I would consider to be struggling.
I'm not going to make an estimate for the Wii U, because I am really unsure how Splatoon will affect the baseline sales of the Wii U, also this is about a PS4/Vita game, so that's not really pertinent.
Also, if the Spring in Japan told us anything, it's that the PS4's sales are extremely dependant on new software, leading to rapid shifts in sales. The Spring led a semi-permanent baseline increase for the PS4, so it's possible it will continue to increase as more Japanese-appealing software comes out.
In any case, the game looks like it might be interesting. Looking forward to new information on it.
