i felt the same with consoles vs pc. With ps4 it feels so much smoother dueto the very fast and optimized OS, its one of the fastest consoles i played on and you can do almost everything while playing the game. With PC everything takes longer on average espacially cold boot, even the ps3 was faster to start a game. Thats one of the reasons why i went back to console games even if they have worse resolution and framerates.
