In my opinion I think you should go with the PS4 and just skip the 7th generation. This way you'll be able to first of all enjoy new releases and some IP's ( Not all ) are already being released as a remastered version on the PS4. If you have some multiplatform games you wanted to play on the PS3 though, you can easily just get a PC version of the game. Most games designed on seventh gen hardware should play well even on the weakest of Laptop's.
PS3 because there are tones of exclusives or console exclusives in the range of 10-20$
(for example i have 90 PS3 games and 80 of them are PS3 exclusive so you understand how massive is the game library , if you add the console exclusives you go to over 200 games to choose)
Yes if you want to play tons of great games at a cheap price, PS3 is definitely the way to go. But you'd need at least a 500GB HDD, that's very important.
Many games on PS3 won't have any PS4 remastered treatment (and those are more expensive). Also recent models of PS3 (slim and after) are very sturdy consoles.
And finally, PS4 is still rather expensive IMO, it's a great console obviously with great exclusives, multi and indies, I enjoy mine, but I also really enjoy my PS3 that I still play regularly...and I play 99% of my PS3 games with a DS4 which works great and is better than the DS3. In my list I think only ICO and GT6 can't be played with a DS4.

- Metal gear legacy collection (Don't skip Peace Walker, it's incredible, you could call The phantom Pain "Peace Walker 2 + open world", you can skip MGS4)

- Infamous 1, 2 and 2.5 (incredible vampire DLC)
- Uncharted 1, 2 and 3
- Tomb Raider 2013
- Bioshock 1, 2 and Infinite
- Batman Arkham Asylum & arkham City
- Far Cry 3
- Grid 2
- GT5 or 6
- Rayman Legends & Origins
- Ni no kuni is really like a western Dragon Quest game from same guys who make most Dragon Quest games, so get it if you like Dragon quest RPG.
- Braid, limbo, Fez, Portal 2, Guacamelee

Get a PS4, a lot of Japanese games will be coming over, great games get remasters and their sequels are exclusive to next-gen. And with PS Now (taking into account that you have a good and stable internet connection) you can play a lot of PS3 games

I too didn't have PS3, but I will buy PS4, lot of great PS3 games are being Remastered.
With the Playstation 3, you know what games you are getting plus you don't have to pay to play their multiplayer online. The console and games are only going to cost you a third what you would spend on the Playstation 4. The only problem is that it still has that tiny controller.

You mentioned streaming so i'll assume that you have a pretty good connection. If you live somewhere where PS Now is available, then I'd recommend skipping out on the PS3 and just go straight for the PS4. Sure, not all PS3 games are available now for rent on PS Now, but lots of games are getting added.
With the current PS3 selections from PS NOw, plus all the games out for the PS4 currently, I'd gather that before you've played all of the games you want to play, more games that you like to try for the ps3 would have been added to PS Now's library.
But if you dont have access to PS Now, then go get a PS3. lots and lots of games out now and you dont have to wait.
As for the Vita....Senran Kagura Shinovi VS.... it is a must have for every perverted PS Vita owner such as myself lol
Go gor a PS3. imo it's the best console of all time. Get a PS4 later instead, the PS3's library is so big it'll have plenty to hold you over til the PS4 drops in price.
Get Ratchet & Clank Future: Tools of Destruction, Ratchet & Clank Future: A Crack in Time, and Ratchet & Clank: Into the Nexus. If you like those you should also pick up the R&C HD collection (the story isn't that connected between the three first and the Future series, so you'll be fine, and the future games are better). In addition, you should get WipEout HD, The Sly Cooper collection and Sly 4 (both are also available on the Vita).
