It would be a great selling point for many if they could play the games still in 1080p but with 60 instead of 30fps, with more effects, better textures and so on. That would be a much better selling point as 4k.

I have no idea what Spencer's logic behind his words are. In an interview with Major Nelson he clearly said that it's up to developers how to use the power https://youtu.be/QtFUTiwPcQs?t=3m6s  and that means to me, that devs can let their 30fps games run in 60fps on Scorpio, that devs can increase the settings on Scorpio so that it would be definitely a benefit for people on 1080p screens as well.

We have some more new Scorpio details now, and they're not good. Across 2 different interviews, we have suggestions that there is no point in buying Scorpio if you game at 1080p, because MS will be pushing devs to hit 4K, and in order to hit 4K they may not be able to boost graphics or framerate beyond the Xbox One counterparts. Technically devs aren't forced to aim for 4K, but MS will be strongly encouraging them to. 

-Competitive multiplayer games must run at the same framerate on both XB1 and Scorpio.

-Devs will be encouraged to prioritize 4k over 60 fps and improved graphics when it comes to singleplayer games

-Devs can choose to run at a lower resolution to boost graphics and/or framerate, but MS anticipates that most will aim for 4K instead.

-Phil shot down the rumor of a new Xbox every 2 years moving forward, said that they'd only release new consoles when a new opportunity arose, such as 4k and VR recently.

This makes absolutely no sense. Why can't devs just release the game in 4k and "normal" settings like MS wants and in 1080p the games would get  more effects and higher frame rates in singleplayer?

As if 4k on 4k displays would exclude possible different graphics settings on a lower resolution.  

That would be exactly the backwards thinking I thought Spencer doesn't want with consoles. This "a console can have only one option, different graphics settings are not for consoles" thinking is just stupid. 

Let the consumer decide if he wants to play in 4k or in 1080p with better settings and not "if you play in 1080p on Scorpio, it will be excactly like with a normal XBO, no additional effects or better frame rates even with 5x the power"

It would be so simple. If you have a Scorpio play either in 4k or in 1080p and have two options. A perfomrance mode for best perfomance (60fps and little bit better graphics as on the normal XBO) or a graphics mode with still 30fps but much better settings as on normal XBO. 

Super simple for devs to implement.

It can be looked at case by cases.

You don't wanna change the fps of a mp game on Scorpio in regards to their counterpart on X1 original.

What he said is true but can't be told by an exec, bad PR folks are around the corner waiting.

Yeah, it's pretty silly that there is no upgrade path for 1080p tv owners, we're stuck with Xbox One for who knows how many more years. It's silly that Scoprio doesn't have both 4K with normal graphics mode and 1080p with improved graphics mode. 

With all Xbox games moving to PC it's looking like the best option for 1080p tv owners is to build a gaming PC in a living room friendly HTPC case. On PC you can boost graphics beyond Xbox One level while hitting 1080p 60 fps. That seems to be the best option for 1080p tv owners, not Xbox One, Xbox One S, or Scorpio. 

Even for 4k TV owners it is stupid especially if you have an HDR TV. 1080p looks awesome with HDR (sharper as without), my next TV will be a 4k TV with HDR and I would still play some games in 1080p with HDR and more fps, better drawing distance and so on...
