Doesn't it still count as a sale?

Giving back store credit means that it's still sold in the eyes of the manufacturer who get their money from the retailer. It's just a loss of the retailers side.

Yes but this is not the point. If they get a lot of sold games back they won't order anymore from manufactor.

The EB/Haze deal is only for Canada. It's not a bad promotion as long as Haze is good.
