The reason metascore is weighted and normalized is because its suposed to gauge how gamers perceive the games based on the review scores and not simply as an average of reviews. If IGN gives Bloodborne a 10 and some small site gives it a 1, the general public will know of the 10 score but likely wont know of the 1, therefore the IGN score weights much more for a index thats is suposed to gauge how public perceives the game rather than the scores from small outlets.
Its not a perfect system but it does what its suposed to do rather well.
