They are probably cheap to make. A lot of assets, animation etc is shared between games.
Getting lower production values or recycled material is fine by me as it's a better price to pay in order to keep getting these games than risk making more expensive ones and not getting them due to not selling enough. If a company is looking to fill a niche, this is the way to do it, not eating more than they can chew.
