This isn't entirely true. Burnout Paradise and Crackdown both require a hard drive for online play, and Final Fantasy XI requires a hard drive. So MS *can* be flexible if a developer says the game can't be developed for the system without a hard drive, but most developers try to code around it because they want to hit the largest possible audience. But as with the games just mentioned, the developers felt that potential buyers affected by the hard drive requirement could buy a drive if they really wanted those features.
Yes, it's not as good as having the device on all boxes as a standard, but the drive *can* be added if the user really wants the game. I think we'll see future games requiring a hard drive on the 360 as the developers begin to exhaust what can be done without one.
I just wish MS would sell a hard drive for a reasonable price.
