New 3ds comes out that month plus 2 very big hyped games(majora's mask 3d and monster hunter 4 each with a bundle)

so could 3ds be #1?

I will take a conservative guess and say it will outsell PS4 two out of four weeks in Feb, but not more than that. This might mean it can win Feb NPD or not.
