Puzzles & Dragons: SME =/= Puzzles & Dragons Z.  They are two separate games.

And sadly the real one isn't coming. Well, I will buy SME, but only because I don't get the original.

Bamco is probably doing it, they'll want to keep their monopoly on anime related games, also rumor says they'll localizing a very succesfull japanese series, can't think of anything but Yokai Watch.

I find hard to believe that other but Nintendo is localizing or publishing the game outside of Japan. I would think that Nintendo wants to keep Level 5 happy so they keep YW on their consoles and their hardware sales in Japan stay healthy (or if YW becomes a hit in the West).
