Keep in mind PS2's and other videogame systems were banned being sold to "rogue" countries do to their abilties to be linked together and possibly used weapons systems.
How much do you think they want to test and keep an eye on a systsem that can be linked together to form a super computer?

I read an article where they stated the cell could be used to launch missiles.

So could the PS2. That's sony's real job. Making covert missle controlling systems for terrorists!
I think the US Should invade them and give away PS3's to all amercains.

I guess it's cheaper to buy some PS3s if they just want to do some small experiments with the Cell. If it was something serious, they'd surely have the budget (and motivation) to buy the Cell directly from IBM.
