Well a recent PC game took a hit in score because it graphic was nothing special even though the game was design to work on older PC thus a huge user base. I didn't get upset since the only reason I read a review is to get information not to see if the reviewer agrees with me.
So a lower score because the graphics was average to one person (reviewer) was a minus yet to other gamers who doesn't have the latest PC this would have been a huge plus. (I've got a pretty descent desktop but an average laptop so a plus for me for a game to play on my laptop) Thus all scores are relative.

There was another game which took a hit in the score because it had no multiplayer but to someone who want a game to focus on single player like me this was a huge plus.

I have a funny feeling that Brawl, (In many peoples opinion) is the best fighting game ever made, so it's only natural some people will say that it actually is the best game overall. I'm not going to say anything until I play it, but it looks more then promising.

EDIT: Many people concider LoZ:OoT to be the best game evr made, and Reviews reflect that. Brawl seems to be in the general area of the greatness of that game.

No, I'm talking about content, but for me, after playing it, it's very possible it will be my favorite game ever.

 As soon as I get to play it ...it could be the greatest game ever created in my option :)

 nothing against being excited, but let's be fair, it's not like brawl will go unmatched in terms of things to do in a video game. it just has more fan service then just about any game ever.

nothing against fan service, but there's too much "there's a ton of content.... 10!" if you go by that method, the 3 last gen GTA's should be 10's, all thre halo's should be 10's, soul caliber 1-3 should get 10's, the last gen MK fighters should get 10's, same with GT 1-3. it's not just about loading up on content.

that said, the 9.5 seems like a fine score. anyone upset with it being too low is either a fan boy or an idiot. you can not agree with it, that's fine, but there's no reason to say "DAMN YOU IGN, this was your chance!" just read another site.
