3DS will be a dead platform to develop for by 2017 at the earliest.

Production run ending dates

Wii U - 2017 Eventually replaced with a new unified handheld/home console device in late 2018
PS4 - 2021 Replaced with a new console in 2019, next console will not be by Sony alone, but a joint venture by Sony and a currently third party company.
Xbox One - 2021 Replaced with a new console in 2019
3DS - 2018 Replaced with a new unified handheld/home console device
Ps Vita - 2017 Not replaced directly, instead support via phone/tablet with controller support

Give or take a year for each depending on currently unannounced/unreleased games impact.
