Besides Persona? You're making the assumption that everyone who has played Persona 3 and 4 think they're the best. I voted for SMT, but for me it's a tie between SMT and Digital Devil Saga.

With SMT, the early games are okay, but SMT3 and SMT4 are the reasons why this series is so great. Both of these games have great storyline and the press turn system introduced in SMT3 give the games one of the best battle systems in any JRPG. The card system in Persona is similar to the monster system in SMT, except on the newest Persona games only the hero can change cards, while on SMT you can have three different monsters in your party at once.

Digital Devil Saga only has two games in the series, both games have been great, so in comparison to the entire SMT series, you could say it's better. Both games also use the press turn system that was introduced in SMT3. The way you learn new skills though is completely different though and sometimes I'd rather play DDS because of the way it allows you to progress than SMT3 or 4. In the DDS series, you can only equip a certain amount of skills at one time just like any other game in the series, but each skill you learn is in a skill list, so you can swap your skills out at any time.

Digital Devil Saga 1 and 2 do have differences in the games with their mantra system. DDS has the mantra system starting off with a long skill tree list. You'll only be able to start in the first tier of each skill type, but you can choose which skill type you want to progress through. On Digital Devil Saga 2, while it predates it, it uses a hexagonal version of the license board seen on Final Fantasy 12. Even though you can cut a pathway and get stronger skills without having to do the weaker ones, I really dislike the license board style.
