Cooking a grenade is when you arm the grenade and then hold it for a while before throwing it so that it will explode in less time after thrown. If you have a 5 second fuse and want the grenade to explode 3 seconds after you throw it you would cook the grenade for 2 seconds.

I can see the possibility of exclusive content on both versions for the simple reason that Take Two would like to sell as many copies of GTA4 as possible.
Make one version noticeably better than the other and you risk killing sales on the lesser version. Keeping in mind there are a growing number of players with both a 360 and PS3, provide exclusive content for both, and many of the extreme GTA fans would end up buying both. These are people who are already willing to pay about $10 per additional episode in addition to the $60 they have already paid for the game itself.
Without knowing the exact wording or terms of exclusivity between TTwo and MS, unless it specifically states they cannot produce additional content for the PS3, why wouldn't they? The terms most likely specify that TTwo develop episodes exclusively for play on the 360. This is NOT to say that other episodes could not be developed for the PS3 as well. Why not just include episodes developed for the PS3 on the 360 as well? For the same reason why MS wants exclusive episodes for the 360: TTwo scores more sales of the PS3 version. The agreement is for exclusive content after all; not exclusive sales.
Of course the question that I'm curious about is why these episodes couldn't have been included with the premium priced "collectors edition" that consumers are paying more for when the game is released. I'm assuming it is because the episodic content is being completed after the completion of the gold release. GTA4 is already overdue although the official explanation was due to lack of space on the 360 media and coding difficulties on the PS3.
