I never like this question as the breadth of measures and variables is so large, so it sort of depends.
If you're talking about sales then games like Wolfenstein, which were fantastic, but undersold.
If you're talking about game quality then you'd be looking at things like Dark Dreams Don't Die, Destiny, Drive Club, Destiny and Watch Dogs.
If you're talking about game quality relative to the degree of marketing and hype, that really is less of a debate, and the frontrunners are Drive Club, Destiny and Watch Dogs. Fortunately for the publishers those three games will all wind up selling well when the dust settles - but the franchises will not last long if something significant isn't done to bring them up to scratch in the second iteration.
