All 360's are capable of 1080p, not just the Elite.
As far as when we should really check for whether the 360 is performing as it is ,due to 'shortages' or not, I really believe we should wait till the mid or end of March. If Microsoft is lying or not it would give us a better idea for the simple fact that if they are not lying, we aren't just blindly following what we see as its sales numbers (not to say the sales numbers wont indicate anything, just that if its still not doing better than its obvious its numbers aren't just due to a supply issue).
