I initially read it the same way you did but then re-read it and he's talking about the town as a whole should scan and kill people from that list.

At any time during the Day, you may declare in the game thread "This is my town!"
You are immediately mod-confirmed as Jim Raynor and as Town-aligned.
You may then decide the player who is lynched for that day.
This ability is automatically used if you would be lynched.
