The same thing was said about TloU:R and yet it sold 1M (Not counting Digital Sales). GTA V will do even better.

Of course it will do better than 1M, but will it perform at a higher % than TLOU as compared to the original versions.
GTAV sold what, 35M copies? TLOU PS3 sold I think 7M or so, or thereabouts. If you stretch TLOU:HD to say 1.5M to account for its sales over the same timeframe that 7M PS3 originals were sold, you're talking around 20% of the sales for a well received remaster.
Now take into account that a TON (millions in fact) of PS4 owners didn't have a PS3 last gen, so TLOU to them is a new game. GTAV was on both PS3 and 360, AND sold to a staggeringly high % of active users (obviously not every PS3 and 360 sold survived and was actively used, you have to take into account people using PS3 for bluray players, huge RROD numbers, YLOD numbers, other random breakage/losses, etc). For every 50 people who wanted to play GTA5, I'd bet 90%+ DID in fact play it.
Now that we've got out of the way, GTAV will release to a fraction of the install base on PS4/XB1 that it did previously to the PS360 gen (late gen vs early gen). VERY early in a gen can inflate sales due to lack of many titles being released. But releasing to a more crowded field of titles but not having an insanely huge install base is a less friendly market environment. GTAV dropped to ~150M+ PS360 owners. GTAV HD will drop to ~25-30M PS4XB1 owners.
So taking that ~20% number above (TLOU:HD vs. TLOU) in terms of sales, and applying a sensible number against it due to it being available to so many more by comparison, you can say maybe it will be more like 12.5% of sales of the PS360 versions. What does that get us from 35M? Well, that gives you a little over 4.3M of course.
So yeah, 4.3M >>>> 1M-1.5M.
But I have almost no doubt that GTAV will sell to a lower % of it's predecessors total than TLOU will, primarily due to :
more crowded libraries to compete with for GTAV vs. TLOU
MANY more people who have already played it
