You know. Here's what I think happened.
This was Phil's choice based on what he wanted to do with his career. Doing what he's done, he's not left wanting for money, so his choice is ultimately based on freedom. Despite his high position at Sony, he could still only be so influential in the happenings of the company and it's directions.
His statements about casual games, Sony Japan and the Wii wasn't a scandal that got him let go, it was an indication of what he'd like to do and perhaps a hint of his frustration - not towards sony in general, but towards being part of a company so large that he can't entirely enact his policies.
So why go to Atari? Like I said, money isn't a big issue, not that Atari can't afford to pay him more than we will ever see. The real reason is that by going to a smaller software company that's not in the most fantastic of financial conditions, Phil has an unprecedented opportunity to mold the direction of the entire company. To really shake things up and do things his way. Of course Atari benefits even if just for no other reason than the big name and and assured closer relationship with Sony.
And if it doesn't pan out? he's Phil Harrison. He can probably go back to Sony, go to THQ, EA, Ubisoft, a beach in Cuba, a harem. The guy can do whatever he wants. And right now he wants creative control and a chance to do something radical... or at least very successful.
Of course, this is just my theory.
