I'll have to figure out how vectorizing works, but thanks for the heads up.. Also resizing it won't effect the colors will it?

Yeah, you have to vectorize it if you want sharp. I thought you just needed an upscale, and this is the best I could do just upscaling it, now I feel like a fool.

No worries at all my friend, thank you for the resize I saved it; as a high resolution is needed also in great detail.. I just have no idea how to vectorize it, but it seems like this is the answer to get the image into being more sharp

The problem with this image is the artist modified the image misrepresenting its original state. The Sun god Ashur has different pattern of color vs the original and also he's using an older version of the flag. If you look at the 4 point star it's a lot wider vs the orginal.. All I need is a very clear image at HD resolution where the colors are filled in at best quality, no blurry areas.
