Probably, but I think The Witcher 3 will be the first true king of New Gen graphics :)

Just looking at how gorgeous TW 2 still looks 3 years after its release has got me convinced of this.

Its certainly possible, I think it will be close between the two. Seeing how insane Ryse looks on the Xbox One which has a pretty weak GPU I can't wait to see how it will look on PC.

Either way it will be top 3 best looking games of all time for sure.
