Him saying his role wont do anything. He Saud it wasn't a good role.
there's also no reason for him to fear being killed for being accurate about suspicions. Nor does his idea that it is unfair if he is right...that doesn't make a lick of sense.

im wondering if maybe wow didnt give mafia fakeclaim roles after all, which is why hylian and outlaw haven't claimed yet. A good third option would be white eagle, which would explain why his claim is so weak.
