I'd like to know what he used to measure the framerate.

I agree. But I am free to express my opinion. And I will keep expressing it.
It is just shadows guys. They explained a while ago the 30fps was for the PS3 "purists" who wanted the game to feel as close to the original. With them limiting it to 30fps, they could up some details that would probably hurt that 60fps mark. This is the way every developer should do it. Give the user an option to play @ 60fps but lose some detail, or play @ 30fps and gain some detail.
I am a PC gamer #1 and the first thing aside from AA that I turn down to gain fps is shadows. They look good sure, but you hardly notice it when enjoying the game and they hit the performance a lot.

It's pretty solid. I haven't noticed any frame drops EXCEPT when during extremely heavy particle effects and lots of movement is happening, which only happened once. During that part, it dropped to may be 50-55.
since when this is confirmation of anything?

Not sure and I don't know. Maybe FRAPS? Also, the drop only happens in multiplayer (and you'd have to make it happen deliberately coming from how rare it sounds), too, so singleplayer is perfectly intact and "locked".
Well, yes, I did say that the original was built for a different architecture (ie. Cell) and now they are dealing with X86, so I do agree that they are built differently and it does make the comparison hard. Its simply a bit of an alarm for some people all things considered. It could prove false, it could prove not. I'm not really trying to say that the "THE WORLD IS CRASHING! EVERYONE RUN!" but more highlighting the apparent short coming.
Now, if U4 truly can't achieved a locked 60FPS, then I do think we may start seeing dolphins taking off into orbit. May want to pack your bags then, because I, for one, do not want to get paved over for an intergalactic highway.
(And I still don't know why they movd away from PPC to x86... other than cheapness.)

Damn dude. What's your issue? Knocking on every single person that's posting in this thread.
I bet the Wii U would sell more than 15M LTD by the end of 2015. He bet it would sell less. I lost.
