Shinobi said ME4 wasn't going to be one of the X1 exclusives. Think some other credible insider backed him up as well.

Nothing has been announced yet (still rumour at this point). Though, if it does turn up, it'll most likely be on EA's conference on Monday.
This could be the E3 of my dreams... Metal Gear Solid V: The Phantom Pain, new Mass Effect and Batman: Arkham Knight.
