I've never played any of the Fallout games. Are they any good compared to other games of the same genre?

The new iterations of Fallout (3 and New Vegas) are a mash-up of a variety of genres (shooter, action/adventure, RPG...). In my personal opinion, F3 and F:NV are among the best games of the previous gen.

Should you play the games in order, or can you start from any game and understand what's going on?

Except for the references, you don't need to play the Fallout games in order. In fact, most people say 1 and 2 are outdated nowadays (they are pretty old, though you can add them some graphical mods to enhance the experience and try them anyway); so I suggest going directly to 3 and New Vegas.

 

New Vegas for me has the better story, world and overall content (it has more since it released later), but 3 has the strongest atmosphere and it's easy to get on first, I think.
