we honestly dont know whats going on there.

there was 2 teams. GoW team, and stigs team. they put out GoW:A and then it was said the staff members moved on to Stigs game, then Cory Barlog came, and started a new team. the director of GoW:A left to Cryteck. then Stigs game got canned. after lay offs there were arund 200 people left. with the only confirmed game to be Cory barlogs Game. maybe there could be another team, or maybe they were 3 teams at one point. Cory, Stigs and GoW4 games. we dont know.

Cory Barlog said his game wont be at E3 this year, and its still to early to show it. we dont know if all 200 staff members are working on Corly Barlogs game, or if they promoted a new Director (or hired one) to start a new team.

Or maybe, you know, they just made a joke about an earthquake ? Y'know, that happens quite often in the area :P
Also, it wouldn't be the first time they make that kind of joke.

the bulk of the gow3 team is still there,according to a tweet the other day from ssm or a ssm dev at gaf responding to question in a gow3 thread,cant remember wich but I for sure remember him saying that the gow3 team is still intact....and this latest tweet gotta be excitement for a new game,whether a new ip or new gow game,i cant imagine them being excited for a game that was already released over a year ago because its gonna get some more pixels and fps. the game wasn't their best selling stuff to begin with
