That's not the same thing. They had a relatively small team and it was their first time doing a console game so they decided it would be best to just make one version and make it the best they can. They went with 360 because I guess it was easier to develop for.
The real sticking point is the 360 got all the same content PC got, and at no extra charge.

You're talking about the dudes who gave Enhanced Version for free in an update to all PC players to compare with 360 version, which had over 10 hours of extra content :P

They actually put DRM on their first game, only to later say this.
They gave Enhanced Version on the Witcher 1 for free as well, if I am not mistaken.
They run GOG.com
They apologized at Ps3 players for the lack of Witcher 2 on their console, since they didn't have the manpower to do the port.
And now this, they won't put exclusive content for any platform. You can bet they'll try their best to achieve parity between Xbox One and Ps4.
