It doesn't matter which you play, but I think most people would say P4 is overall the better game. Better combat system(you can control your PT members), Better pacing, and also a bit more colorful. 

I personally prefer P3, but it would seem generally people say P4 is better.

I'll likely get both eventually, but since I'm new to the series, I'd like to have the best first impression with it.

Persona 4 is more accessible to newcomers, but I'd recommend you play Persona 3 first. It would be a little harder getting into Persona 3 after playing Persona 4 because of the gameplay improvements P4 brought.
