Quite the contrary - they can't do it, because that would allow to make direct comparison that PS4 is 2mln ahead (now we can make it based on unofficial data from VGC, but there are no official data for that). They won't publish that data at all. Instead, they try to pick up best thing from statistic - ie. "Xbox sold best in USA in march" or "Xbox has highest increase in sales in march" and publish this to suggest xbox is doing well in retail.
