I personally believe he did a fire hadouken. That would be so sweet. I hate them sometimes. They wont show us the powers until we buy the game. Damn them. Damn them all. Whoever decided to cover up the special moves is a genius, especially the extra characters and extra powers and movies. Such teases.

He had nion equiped, you know how the smoke power the special move is he flies in the air and comes crashing down, I think that's the special move for the nion power.

There are two specials. You're right, thats probably Neon special number two. Theres one neon special that creates a firework scene all over your enemies.
