It's because the vita sells decently in Europe where MotoGP sells the strongest,and we all know how the xbox one is selling in Europe :P.

Makes sense, Moto GP is a spanish championship so the bulk of the sales will come from Spain. In fact, I'm surprised by the existence of a 360 version
