I think the title speaks for itself.  For future reference, keep in mind that for Pokemon, the new sales will all be digital, so they will not be counted on this website.

Has Nintendo ever done anything like this before?  If yes, how successful was it?

Until we get the quarterly retail+digital+shipment numbers we won't really know.

you will know by comparing 2012's March 3ds sales to the 2013's March 3ds sales. If there any major boost the promotion worked.

Not much... a lot of people own X/Y, and others could have done like me! Getting your cousins 3DS code!

If it happens to increase it by a substantial amount, we won't see it on our charts. Wouldn't this be considered a digital download? Either way, I don't think it'll increase by a large amount. 

I doubt that if anyone wanted to buy Pokemon would have bought it already

Anyhow, I don't think it'll be a large increase. I doubt Nintendo will have this around for a long time as well.
