So i heard of a rumor of the games that are coming for free in February ( Bioshock Infinate, Metro Last Light, and Outlast) but it said EU Only.
So my Question is, the games that come out in EU Only, do they eventualy come to the U.S??

I think Outlast is coming to the US but Bioshock Infinite is already on PS3 in the US.
Sometimes the games on EU Plus in one month, go to NA Plus in the next month, and the reverse occurs too.
Sometimes the games will be free in both regions, but sometimes not. For example, a few months ago Assassin's Creed III was free on PS+ in EU, but North America has not gotten it. It's hard to know until PS updates it's blog with the February preview.
Been away for a bit, but sneaking back in.
Gaming on: PS4, PC, 3DS. Got a Switch! Mainly to play Smash
the contracts are negotiated between SoA and SoE are completely separate so there is no guarantee that a game that appears on one region will be in another region as well.
...that said:
1. a lot of times the same game appears in both (it's probably somewhat publisher driven what ends up on ps+)
2. bioshock is already on the US ps+ (just released last week)
3. outlast is coming to US ps+ next month.
