During the 7th gen nothing ever really topped God of War III visually, obviously God of War: Ascension is better technically but I just love the way GoW III still looks.

OK so I am guessing PC footage. Any hope of the PS4 version looking similar?
the most impressed I have ever been by visuals would be ninja gaiden on the original xbox.
as for the 360 era the most wow's I was, was when I played MW2 in comparison to how much better it looked to the cod's before it.
I haven't owned every system and my pc set up isn't the most powerful so I can't rule an absolute winner....and I don't think anyone can for that matter.
In terms of visuals, ryse son of rome. Followed by forza 5 then battlefield 4. After that probably killzone shadowfall.
Games that are away in development
Quantum break
Followed by infamous second son.

Forza before battlefield and Killzone?
Don't be fooled by the (quite) awesome 3D model car in the menus of Forza nor the 1440p screenshots of Ryse shown everywhere.
Anyway as long as we don't have reviews done done we can't judge any X1 games yet.
