Just to give everybody a heads up this might not be true, its speculation!!! Okay here is the article...
Sony plans to expand their PlayStation Vita TV support to regions like Hong Kong and Singapore early next year, but in the meantime, it appears that the device is region locked to Japan.
NeoGaf user desbang purchased one of the devices, and attempted to use it with each of his three accounts (Japan, NZ, and US).
"Initial signs are not good - it will only let me log in with my Japanese account," he wrote. "I'm now updating the firmware to 3.00, but I'm not optimistic this will change anything."
"Nope," he added soon after. "With both my NZ and US accounts I get 'This service is not available in your region'. It is useless to me."
The PS Vita TV allows users to play PlayStation, PSP, and select Vita titles on a TV, as well as stream video from apps such as Hulu and Tsutaya TV.
Sony has not announced any plans to support the device outside of Asia.
Update: The original NeoGaf poster has provided some clarification on the issue. He suspects that the device will become unlocked once the Vita TV is released in the US, but until Sony confirms, that's just speculation.
