Did you watch the video?  The part that interests me is that he implies that he himself was given this information from sources and that if he were to actually name them, we would likely believe them to be true.  That sort of suggests that they're not just some obscure GAF names like mortimer-boat-captain crunch or whatever because the vast majority of people wouldn't know who the hell they are anyway.  It implies that the sources are names (or at least job titles) that people would recognize.

Oh he's been wrong before and he could just be blowing smoke, but then why did you add the video to your OP?

Well, it's worth watching first hand but to summarize:

He claims very reliable (and seemingly recognizable) sources told him that both Microsoft's and Sony's online infrastructures are in shambles and as a result that's why Watch Dogs was delayed, elements of Dead Rising 3 were left out completely, and that the PS4 version of Ghosts was cut back to native 720p as well.  

Also, that Sony's day one patch, along with everything that it is enabling, is also disabling the DRM feature that they actually had in place all along.

The funniest part of the video is that rumor has it that the WiiU version of Ghosts is actually native 1080p, lol.

Rumors... you gotta love 'em.
