Depends on what your going for.  Some people see him as a mixed sweeper so they are going Naive/Hasty to capitalize on his speed but not hinder either attack or special attack.

Others think his speed is just fine and go Modest for max damage.

I plan to go Nasty Plot + 3 Attacks, so Timid for max speed tho some could argue Modest for this set too.

If you mean Dozes of a lot then yes, it means his best IV is HP.

Is it possible to reduce the EV points in this game? I know that there is more ways to train pokemon for ev points.

In Super Training you have a chance of getting a Reset Bag, which will reset your EV's.

Have your poke just punch a blank punching bag and hope.  I've gotten two so far, saving them for later.

Finally I get Modest!

I wanted Timid but whatever Modest will do!

That only took a little more than an hour :p.
