I wouldn't call it scary but more tense.
RE4 wasn't meant to be scary more of a thrilling game, there's more intense moments, RE1 was scary, the first time I played it and the dogs busted through the windows I freaked out.

WHen I was playing at night with all the lights off and the surround sound on, it got a little scary at times.
the oly part that scarred me was the first time you have to face the Chainsaw man--you in the building and he comming thru the door--that was edge of the seat baby
